当前上海自贸区六大片区产业资源分散、信息口径不一、跨片区联动成本较高，投资方调研选址、政策研判、载体比对的全流程仍存在信息壁垒。ftz.sh.cn依托全域产业图谱、GIS载体资源库、智能政策匹配引擎、项目对接闭环体系，打造面向全球投资者的数字化服务底座；生态伙伴依托平台流量、工具能力与项目线索体系，放大自身资源价值，共同为落地企业提供连贯、一体化的投资服务。

一、合作方向

1. 园区载体方合作 园区、产业载体运营主体可上架厂房、仓库、研发楼宇、办公空间、产业用地资源，接入GIS可视化地图，面向海内外投资方展示载体信息、预约实地踏勘，联合开展专场招商推介、产业对接活动。平台提供资源标准化展示、线索分发、需求对接能力。
2. 配套服务商入驻 注册财税、法务咨询、报关报检、国际物流、人才服务、检验检测、园区运维等专业机构入驻服务商超市，面向意向落地企业展示服务能力，承接企业落地配套需求，补齐企业开办、经营配套服务链条。
3. 商协会与产业组织合作 各细分产业商会、行业协会联动开展产业沙龙、项目路演、政策宣讲、企业走访活动，向会员推送自贸区产业导向、载体资源与扶持政策，共建产业供需对接渠道。
4. 产业数据与智库合作 产业研究机构、数据服务商可洽谈数据共建、接口对接合作，联合完善产业链图谱、行业研究成果，为投资方输出客观产业研判内容。
5. 产业媒体、投资中介合作 垂直产业媒体、招商咨询机构开展内容互推、活动联办、项目线索流转合作，协同触达海内外投资主体，扩大自贸区投资机遇传播边界。

二、合作机制

平台坚持基础入驻免费、增值服务协商的原则。基础资源上架、主体信息展示开放免费入驻通道；首页置顶推广、定向线索分发、专题联合招商、API数据对接等增值服务，由双方单独商务约定。 入驻主体自主维护自有资源信息，平台负责信息合规审核、全域流量分发、意向需求归集；所有合作项目全程留痕，建立标准化需求对接与反馈机制。

三、入驻流程

1. 意向伙伴通过生态合作入口提交入驻申请，上传主体资质、业务介绍与资源清单；
2. 平台开展资质核验、信息合规审核；
3. 审核通过后开通后台，完成资源上架、账号配置；
4. 正式纳入ftz.sh.cn生态矩阵，同步开放联合招商、活动联动等合作权限。

Build FTZ Industrial Ecosystem, Co-develop Investment Promotion

Digital investment promotion represents a new model for industrial resource coordination under the framework of institutional opening-up of Shanghai Pilot Free Trade Zone. The Shanghai FTZ full-coverage investment portal ftz.sh.cn, operated by Shanghai Qituo Network Technology Group, opens partnership access for industrial parks, service providers, associations, data institutions, industrial media and investment consultants. We aim to build a collaborative network featuring resource sharing, joint promotion and win-win development.

Investors still face information fragmentation and high coordination costs across six zones of Shanghai FTZ. Powered by the industrial atlas, GIS property database, intelligent policy matching engine and closed-loop project liaison system, ftz.sh.cn serves as a digital service base for global investors. Ecosystem partners can leverage our traffic, tools and lead system to deliver better services to settling enterprises.

Partnership Categories

1. Park & Property Operators Publish factories, warehouses, R&D buildings, offices and industrial land on GIS map, receive site visit bookings and co-host investment events.
2. Industrial Service Providers Registration, tax, legal, customs, logistics, HR and testing agencies can join the service pool to receive business enquiries from enterprises.
3. Industry Associations Co-organize salons, roadshows and policy briefings, deliver FTZ resources and policies to member enterprises.
4. Data & Research Institutions Co-build industrial databases and research reports through API integration and data collaboration.
5. Media & Investment Intermediaries Joint content distribution, event co-hosting and lead referral to reach investors at home and abroad.

Cooperation Rules

Basic listing is free of charge. Premium services including featured exposure, dedicated lead distribution and API access are negotiated separately. Partners manage their own data, which will be reviewed by the platform for compliance. All cooperation records are traceable.

Application Process

1. Submit application and qualification documents via the ecosystem portal;
2. Platform compliance review;
3. Account activation and resource publishing after approval;
4. Join the ftz.sh.cn ecosystem for joint investment promotion.
